​Transitioning to Strategic Noise Mapping under CNOSSOS-EU

Our Primary Goal
To provide a transitional needs assessment for adapting to CNOSSOS-EU in the Irish context for road, rail, air, and industry, including the administration of a standardised approach for population exposure estimation (Strategic Noise Mapping).

Main Objectives​

1) To provide a data needs/gaps assessment for adapting to CNOSSOS-EU in the Irish context for road, rail, air and industry.

2) To test the CNOSSOS-EU method within an Irish city (Dublin) and along a major road outside an agglomeration to assess
     its suitability and/or shortcomings for Ireland including issues related to the  point to point propagation under CNOSSOS-EU. 

3) To explore the applicability of the CNOSSOS-EU method for estimatin
g
population exposure in Ireland.

4) To reassess past noise mapping data and population exposure estimates using CNOSSOS-EU.

5) To develop practitioner guidance for future noise mapping rounds using CNOSOOS-EU.

6) To assess the suitability of existing noise policy/legislation in light of the transitioning to CNOSSOS-EU.

​Why CNOSSOS-EU is needed
​

It is now well established in academic literature that excessive environmental noise disturbs sleep and is a public health concern. If the disturbance is at a level that is severe enough, it can lead to sleep deprivation which can seriously affect the physical and mental health of an individual (Murphy, 2017). In the literature, annoyance and sleep disturbance are the main impacts of excessive environmental noise exposure and they can lead to, or be a trigger for, more serious health problems resulting from environmental noise (Murphy and King, 2014). Studies show that annoyance from transportation noise produces negative emotions including include anger, disappointment, unhappiness, anxiety and clinical depression (Miedema, 2003). A more serious public health concern is the link between excessive exposure and negative cardio-vascular outcomes (Babisch, 2006; Belojevic et al., 2008; Babisch, 2011).

​Transitioning to Strategic Noise Mapping under CNOSSOS-EU:  (NOISE-ADAPT)
​

Although there had been some modest efforts to produce noise maps in the mid-1990s (de Vos and Licitra, 2013), the practice of strategic noise mapping became a standard approach used across EU states as a result of the passing of the END. Defined broadly, noise mapping is simply a means of presenting calculated and/or measured noise levels in a representative manner over a particular geographic area (Murphy and King, 2010).

In accordance with Art. 6.2 of the Environmental Noise Directive (END), the European Commission recently developed Common Noise assessment methods (CNOSSOS-EU) for road, railway, aircraft and industrial noise to be used after adoption by the Member States for the purpose of strategic noise mapping as required by Article 7 of the END.
